BULLER COMMUNITY FUNDING

Buller Community Development Company Limited (BCDC) is authorised to conduct Class 4 gambling by way of gaming machines for the sole objective of applying and/or distributing the net proceeds from the gambling to or for the following authorised purpose(s):

1. To assist with the funding of child and family

support services on the West Coast.

2. Grants to recognised charitable and

cultural organisations within the local community

3. Grants to amateur sporting organisations

within the local community.

APPLYING FOR A GRANT

Type of organisationYour organisation should ideally be one of the following: An incorporated society. A charitable body recognised by the Inland Revenue Department. If applicable you must also be an organised club or group affiliated to or a member of a recognised national organisation. You must be able to prove that your organisation operates a bank account by providing either of the following: Pre-printed or verified bank deposit slips Bank statements with the name of your club or group Available GrantsThere are currently funds available for distribution to the community How the grant will be used All applications must meet the Department of Internal Affairs criteria and the definition of authorised purposes in the Gambling Act 2003. All applicants shall be non-profit organisations correctly incorporated either as charitable organisations or other associations promoting charitable purposes and shall have a valid constitution and a set of rules and be able to produce on request credible financial statements. All funds applied for shall be for expenditure for charitable purposes in New Zealand. Generally donations paid shall provide some enduring or demonstrable community benefit. As an example this may be asset or facilities funding or contributing towards community or sports development projects. Applications shall not be approved where the applicant is not the beneficiary. Applications may not be considered where the applicant operates their own gaming machines. Applications for property maintenance or purchase costs will be required to have supporting information as to the tenure or ownership of the relevant property. Buller Community Development Company donations criteria exclude, in most instances, donations to applicants for general administration and operating expenses (i.e. power, telephone, rent etc); sports clubs registration, entry and affiliation fees. Generally funds will be applied and distributed in Buller. Applications will need to be within one of the following generic donation distribution groups A community/welfare group/organisation Education (including pre-school, kindergartens, playgroups, Nga Kohanga Reo) Fire brigade, ambulance, life saving Health, and health related purposes Youth Sport, recreation, leisure To comply with the class four operator's licence condition 7(d) promulgated by the Department of Internal Affairs there is a prohibition for donations money to be approved for expenditure that has been incurred prior to the application being considered (i.e. retrospective payments) Buller Community Development Company is the final arbitrator as to the success or otherwise of any grant application irrespective of such application meeting all or any of the published authorised purposes and/or grant criteria.Annual ReviewThe Board of Buller Community Development Company meet once a year to review the criteria, methods, systems and policies used for considering the distribution of net proceeds from gaming (as per section 110.4c of the Gambling Act 2003). These conditions were endorsed at the review meeting conducted on 24th November 2010.
YOUR APPLICATION

PROCESSING YOUR APPLICATION

We check your application to make sure all information has been provided. If anything is missing you will be contacted and asked to send in the relevant documents. If your application is complete, the Committee will consider it.It can take up to three weeks to process your application. If we need to request missing information from your organisation it may take longer. Any enquiries concerning your application should be sent to Buller Community Development Company in writing (either by email, fax or mail) by your organisation's secretary or the executive committee member who signed the application.Receiving a grant paymentGrant payments are made by cheque and mailed to your organisation, at the address provided. Grant funds must be used for the stated purpose within three months of deposit into your bank account. The advice will request you keep all receipts and/or copies of paid invoices relating to the goods/services purchased with the grant funds. A copy of your organisations bank statement may be required in order to verify payment of invoices. As grants are unequivocal donations in terms of income tax legislation they contain no GST component accordingly a recipient organisation does not have to pay GST on the amount it receives from Buller Community Development Company. A GST registered applicant, if successful, will be paid a grant exclusive of GST. Using your grantBuller Community Development Company grants are made on the basis that if you are successful and receive funds from other sources for the same purpose(s) you must return any money not spent for the purposes the grant was made along with your receipts and invoices. If you do not use the entire Buller Community Development Company grant you must return the unspent balance. This unspent balance cannot be used for any other purpose(s) and will be re-distributed by the Committee. Publishing grant detailsYour organisation's name and the amount donated (or returned as unspent) will be published, in accordance with a Department of Internal Affairs requirement, each financial year. Buller Community Development Company publishes in an appropriate newspaper a list of grants, setting out the amount and the recipient of each grant, as well as our authorised purpose(s) and details of how to apply for funding, (this information is also available on this website). Declined grant applications are also published in an appropriate newspaper. Any information in regards to your completed project or event (eg. Photos, media items etc) is greatly appreciated and you are encouraged to utilise our logo. Buller Community Development Company reserves the right to publicise the details of any grant made, in any format.

AUDITING

AUDITING YOUR GRANT

Buller Community Development Company (BCDC) is required to maintain an audit trail showing how we dealt with each application for a grant.

When you apply for funds, your organisation must agree to an audit to

check that your grant is received and used correctly. If you are audited, this could involve inspecting your organisation's books, accounts, or data systems to check that:

You send all relevant receipts and invoices to BCDC within three months

You declare any applications made to other funding sources for the same purpose, the amounts requested and any known outcomes.

You return the unspent balance of the BCDC grant if you receive funds from other sources for the same purpose(s)you return the unspent balance if you do not use the entire BCDC grant.

Find out if your organisation has met all the audit requirements for previous

grants. If not, any new application is likely to be declined.
